Using core shell with SetApp, try local default, it is a blank screen. my system is 13.2.1. It was working a few days ago but suddenly stopped. It works when I download it from appstore and using the helper. I have tried uninstall and reinstall a few times, did not work.
It seemed login items were disabled, Core Shell relies on login items and XPC to separate permissions and protect your system.
You can reenable relate items in System -> General -> Login Items:
